București, ianuarie 2024 – Sistemul RO e-Factura a generat cel mai mare haos din ultimul deceniu în mediul antreprenorial, statul român fiind nepregătit să gestioneze schimbarea pe care o impune și dând dovadă de incompetență în digitalizare prin erorile multiple ale acestui sistem. De asemenea, statul eșuează din nou în a dezvolta o relație bună cu contribuabilii, învinovățindu-i pe aceștia pentru blocaje pe care el însuși le-a creat prin gestionarea rudimentară a implementării e-Factura, subliniază reprezentanții NextUp Solutions, una dintre principalele companii de software, care oferă soluții de automatizare pentru e-Factura
NextUp Solutions, producător de software cu peste 6.000 de IMM-uri în portofoliu, avertizează că cei mai mulți antreprenori și contabili sunt debusolați și dezamăgiți de haosul generat și modul în care statul s-a raport la e-Factura. În plus, aceștia arată că activitatea lor a fost blocată de haosul generat de e-Factura, pierzând timp și bani.
“Prin implementarea RO e-Factura, instituțiile statului își propun să dea cu bățul în contribuabil, amenițând cu amenzi, în cazul nealinierii la sistem. În același timp, ANAF nu este pregătit pentru valul de informații fiscale care va veni, nici pe departe. Infrastructura existentă s-a blocat la nici 25% din estimatul de documente anunțat. Ba mai mult, deocamdată, sistemul existent nici nu preia corect facturile transmise, dublând printr-o trimitere eronată documentele în contul SPV. În ciuda promisiunilor statului cu privire la eficiența și simplificarea proceselor administrative, implementarea sistemului e-Factura a generat în prima lună din an un mare haos. Contrar asigurărilor repetate ale autorităților, se pare că statul nu a fost pregătit pentru volumul masiv de informații și tranzacții care trebuie gestionate prin această inițiativă și să gestioneze schimbarea pe care o impune. Totodată, dă dovadă de incompetență în digitalizare prin erorile generate de sistem. Toate astea creează o relație de neîncredere în instituția de control fiscal din partea contribuabilului, iar nivelul de frustrare este cu atât mai mare cu cât oficialii au tot anunțat amenzi, date fixe și s-au absolvit de orice vină a nefuncționării sistemului. Adică dăm cu biciul, fără să explicăm pentru ce îl pedepsim pe antreprenor”, declară Roxana Epure, Managing Partner NextUp Solutions.
Prin implementarea e-Facturii pentru facturi B2B, firmele din întreaga țară s-au confruntat cu o serie de probleme tehnice și administrative. Astfel, erorile generate de e-Factura au dat peste cap activitatea în multe firme, fiind pierdute timp prețios și bani cu transmiterea facturilor în Spațiul Privat Virtual (SPV) în loc ca operațiunile zilnice să funcționeze eficient.
Astfel, pe fondul problemelor generate de implementarea e-Factura, multe firme au accelerat procesul de digitalizare, solicitând softuri de facturare care transmit în mod automat facturile în SPV. În acest sens, cererea pentru softuri de facturi a crescut cu peste 50% numai în primele două săptâmâni din ianuarie.
„Cererea exponențială pentru softuri de facturare în ianuarie este, printre altele, o consecință a implementării e-Facturii de la 1 ianuarie. Sigur, poți să faci și muncă manuală, dar nimeni nu vrea birocrație în plus în ograda proprie. Antreprenorul vrea să lucreze curat, vrea predictibilitate în general și mai ales în privința costurilor generate de birocrație. E- Factura este în esență un pas bun, vom ajunge într-o zi să știm despre această raportare, dar să nu avem nevoie să facem mai nimic legat de ea deoarece o fac softurile. Softurile sunt pregătite. Antreprenorul vrea. Contabilul face. Statul ne promite, dar ne blochează cu neputința lui. Și ne amenință cu amenzi după 31 martie. Vorbă multă, rezultate deloc”, explică Roxana Epure, Managing Partner NextUp Solutions.
La ce muncă și riscuri se supun contribuabilii
Considerată de mulți antreprenori o muncă în plus, transmiterea facturilor prin e-Factura are loc instantaneu cu softul potrivit. Completarea manuală a datelor pentru fiecare factură pe site-ul ANAF poate dura și 10 de minute, în funcție de numărul de linii de pe factură și abilitatea utilizatorului de a completa datele necesare rapid.
Fiecare factură de vânzare emisă de către contribuabil va trebui încărcată în SPV. Fără un soft, acest lucru se desfășoară în felul următor: pentru fiecare factură emisă, este necesară conversia din PDF în XML, apoi accesarea SPV și încărcarea XML-ului în SPV. De asemenea, trebuie accesat și verificat des SPV pentru facturile așteptate de la furnizori – fiecare factură va trebui descărcată în format XML și apoi convertită în format PDF. Acest lucru va îngreuna considerabil munca, mai ales că tot acest proces anevoios va trebui efectuat în termen de 5 zile de la emiterea unei facturi, pentru a evita eventuale amenzi. NextUp Solutions – RO e-Invoice: The road to digitization is paved with good intentions, but it is done with the whip. The taxpayer’s frustration level is at an all-time high
Bucharest, January 2024 – The RO e-Invoice system has generated the biggest chaos of the last decade in the entrepreneurial environment, the Romanian state being unprepared to manage the change it imposes and showing incompetence in digitization through the multiple errors of this system. Also, the state is once again failing to develop a good relationship with taxpayers, blaming them for blockages that it created through the rudimentary management of e-Invoice implementation, emphasize the representatives of NextUp Solutions, one of the main companies of software, which offers automation solutions for e-Invoicing.
NextUp Solutions, a software manufacturer with more than 6,000 SMEs in its portfolio, warns that most entrepreneurs and accountants are disheartened and disappointed by the chaos generated and the way the state has related to e-Invoice. In addition, they report that their business has been blocked by the chaos generated by e-Invoicing, wasting time and money.
„Through the implementation of RO e-Invoice, the state institutions intend to hit the taxpayer, threatening fines, in case of non-alignment with the system. At the same time, ANAF is not ready for the wave of tax information that will come, not even by a long shot. The existing infrastructure has stalled at not even 25% of the announced document estimate. What’s more, for the time being, the existing system does not even receive the invoices sent correctly, duplicating the documents in the SPV account through an erroneous sending. Despite the state’s promises regarding the efficiency and simplification of administrative processes, implementing the RO e-Invoice system generated great chaos in the first month of the year. Contrary to the repeated assurances of the authorities, it seems that the state was not prepared for the massive volume of information and transactions that must be managed through this initiative and to manage the change it requires. At the same time, it shows incompetence in digitization through the errors generated by the system. All this creates a relationship of distrust in the tax control institution from the taxpayer’s side, and the level of frustration is all the greater as the officials kept announcing fines, fixed dates, and absolving themselves of any blame for the system’s failure. By implementing e-Invoice for B2B invoices, companies across the country faced a number of technical and administrative issues. The SPV must also be accessed and checked frequently for invoices expected from suppliers – each invoice will need to be downloaded in XML format and then converted to PDF format. This will make the work considerably more difficult, especially since this arduous process will have to be carried out within 5 days of issuing an invoice, to avoid possible fines.
